Director, Mission Support Resources Management Office

Robert Carver is the Director of the Mission Support Resources Management Office (MSRMO). The MSRMO provides budget formulation and execution for the Safety, Security, and Mission Services (SSMS) budget and the Construction and Environmental Compliance and Restoration (CECR) budget, which have a combined value over three billion dollars. His team develops program resources guidance, supports development of the MSD budget submission and presentation to the NASA Administrator, assists development of the OMB budget submission and presentation to NASA OMB examiners, and helps develop the MSD Congressional Justification and presentation of the President’s Budget for House and Senate Appropriations staffs. The MSRMO ensures compliance with applicable appropriations law as well as provides the Mission Directorate Associate Administrator with recommendations on optimizing the Mission Support portfolio.  

Prior to his current assignment, he served as the Director Office of Budget Management and Systems Support (OBMSS) in the Mission Support Directorate. As the Director, Carver provided executive leadership direction for the overall formulation and execution of the Agency Management (AM) budget. In addition, he oversaw the Business and Administrative Systems Office (BASO) and the HQ Travel Office.              

Before his move to the Mission Support Directorate, Carver served as the Director for the Space Technology Mission Directorate (STMD) Resources Management Office. In this position, he was responsible and accountable for development of the ~$600M annual STMD budget. Before working with the Space Tech Directorate, Carver served as the Director for the Constellation Program Resources Management Office at Johnson Space Flight Center. During his time at JSC, Carver also served as the Manager for the International Space Station Resources Management Office. 

Carver began his federal career in 1992 as a Presidential Management Intern at NASA Headquarters. Following his internship, he worked as a program analyst for the Aeronautics Research Mission Directorate (ARMD), Science Mission Directorate (SMD) and the Human Exploration and Operations Mission Directorate (HEOMD). 

Carver has received numerous honors and awards while at NASA. In 2012, he received a Group Achievement Award for his involvement in collaborating and producing the FY 2013 President’s Budget Congressional Justification. 

Carver earned a bachelor’s degree in international relations as well as a master’s degree in public administration from Brigham Young University. Carver resides in Virginia with his wife and their five children.
