Robert Hubbard began with the Office of the Chief Engineer as the Director for Management in April 2024.
Previously, Mr. Hubbard served as the Director of the Mission Support Program Management and Support Office (PMSO) within the Mission Support Directorate. In this role, he is responsible for strategic communications for MSD, core office budget and acquisition strategies, employee engagement, human capital programs/capabilities, logistics, and general programmatic support.
He also previously served as the Mission Support Executive Officer and Performance Management Lead, providing advice and counsel to MSD leadership on performance management, risk management, governance, and succession planning. He also collaborated with the Office of Agency Council to revamp the Mission Support Council and Mission Support community’s participation in the Agency’s Baseline Performance Review.
Mr. Hubbard served as policy advisor to U.S. Senator Bill Nelson (FL) on issues under the jurisdiction of the Senate Committee on Commerce, Science, and Transportation. His legislative portfolio included ocean policy, fisheries, coastal zone management, space, and earth science. While there, Mr. Hubbard was responsible for analyzing science and technology budget proposals, attending Congressional science and technology policy hearings, and briefing Senator Nelson and staff on programmatic budget consequences and policy implications. He also researched and developed proposals for inclusion in authorizing legislation and served as liaison to NASA’s John F. Kennedy Space Center (KSC), working with the KSC Legislative Director on business development initiatives.
Prior to joining the Senator’s staff, Mr. Hubbard worked at KSC as a Business Development Manager, focused on identifying and executing new business opportunities with government and commercial partners in the area of Spaceport Development. While in this role, he established various partnerships, coordinated technical requirements, and developed and negotiated contractual agreements. Mr.
Hubbard began his career at NASA serving in numerous Agency IT Project Management, integration, and leadership roles, from data migration to software deployment and Enterprise Resource Planning system upgrades.
Mr. Hubbard holds a Project Management Professional (PMP) certification, bachelor’s degrees in business administration and management science from Tuskegee University, and a master’s degree in public administration. He has completed postgraduate studies in project management with the University of Central Florida and in space studies with the International Space University in Strasbourg, France.
Mr. Hubbard was nominated for the Rotary National Award for Space Achievement (RNASA) Stellar Award. He was awarded the Silver Achievement Medal and the KSC “You Make a Difference Award,” both of which were in recognition of his exceptional leadership, project management, and contributions to the continued use of the NASA KSC Spaceport for future commercial and government horizontal launch and landing activities.
In his spare time, Mr. Hubbard enjoys traveling with his family, amateur photography, and cycling with his friends.
