Lisa Kelleher
Chief Financial Officer, Goddard Space Flight Center
Lisa Kelleher serves as the Chief Financial Officer (CFO) for the National Aeronautics and Space Administration’s (NASA) Goddard Space Flight Center (GSFC). She ensures the financial health of GSFC’s $4B annual budget by leading and managing nearly 600 civil servant and contractor business personnel in the development, implementation, and administration of all Center budgeting, finance, accounting, business systems, financial audits/internal controls, and cost-estimating activities that enable the effective management, control, and reporting of the government’s assets. Prior to becoming the CFO at GSFC, Ms. Kelleher served as the Deputy CFO three years. Other positions held include Chief of the Multi-Program and Institutional Resources Management Divisions within the Office of the CFO from 2018 to 2021, overseeing approximately 120 resources professionals in budget development and budget execution responsibilities for a wide variety of activities at GSFC.
Ms. Kelleher began her career at GSFC in 1991 as a resources analyst on the Hubble Space Telescope (HST) Flight Systems and Servicing Project. From there she moved on to the Program Analysis Office (PAO) in the Office of the CFO where she later became Chief of PAO. She served as the Goddard Full Cost Implementation Manager and was an active member of the Agency’s Full Cost Implementation Team. Following several years in this role, in 2005 she moved back to the Flight Projects Directorate as the Deputy Project Manager for Resources for the HST Operations Project and then on to serve as the Center’s Chief Operations Officer (COO) from 2009 to 2012, where she was instrumental in developing the current framework for the Institutional Operations Council for Goddard. After her role as the COO, Ms. Kelleher was selected to serve as the Directorate Resources Manager for the Sciences and Exploration Directorate (SED) at GSFC from 2012-2018 where she was responsible for the management and oversight of all financial and general business activities for the SED, overseeing a staff of more than 50 resources professionals and a science budget that exceeded $400M annually.
Ms. Kelleher has been with NASA for 33 years and has worked across a multitude of programs, projects, and organizations within GSFC, earning numerous awards including the NASA Exceptional Service Medal, the NASA Exceptional Achievement Medal, and the Robert H. Goddard Award for her significant contributions to furthering Diversity and Inclusion in the workplace. Before coming to NASA, Ms. Kelleher worked as an auditor for Ernst and Young. Lisa earned her bachelor’s degree in accounting from the University of Maryland, and she holds a license as a Certified Public Accountant.
