Leahmarie Koury

Chief of Contracting Office, NASA Glenn Research Center, Office of Procurement

Leahmarie Koury is the Chief of Contracting Office (COCO) and Director of NASA Glenn Research Center’s Office of Procurement. In this position, she manages Glenn’s responsibilities as one of four centers under the Research Centers Procurement Office at Headquarters. She also provides operational leadership to a dedicated team of 45-50 personnel at Glenn and oversees a significant portfolio of NASA contracts valued at over $700 million annually.

Ms. Koury has over 25 years of procurement experience and began her career at NASA by supporting the Headquarters Office of Procurement from Goddard Space Flight Center in 1999. She then moved home in 2000 to complete her Continuity of Operations (COOP) requirements at Glenn and graduated with a double Bachelor of Science, majoring in international business and marketing from the University of Akron in 2001.

Upon her return to NASA, she continued her career at Glenn under multiple roles, supporting all aspects of Institutional, Aeronautics, Research & Development, and Space Flight Systems contracting. She also supported many large agency acquisitions by leading the Outsourcing Desktop Initiative (ODIN) Delivery Order 2 for the Research Centers; and awarding the second NASA Agency Award Term Contract – Test Facilities Operations, Maintenance and Engineering (TFOME) I for Glenn.

In 2018, Mrs. Koury accepted the role of Division Chief for Exploration Systems and has been instrumental in managing the procurement operations for NASA’s Space Technology and Human Exploration efforts such as the Space Launch System (SLS) Universal Space Adapter (USA), the Power and Propulsion Element (PPE), and Advanced Electric Propulsion Systems (AEPS). She also provided support to the NASA Safety Center and managed the Programming, Planning, and Control (PP&C) and fabrication contracts.

Mrs. Koury received her Federal Acquisition Certification in Contracting (FAC-C) Level III in 2007, was certified in Critical Incident Stress Management in 2023, and has received numerous performance and group achievement awards during her NASA career. She was chosen as the agency nominee for the Glenn Research Center Office of Procurement Supervisor of the Year in 2024, recently accepted the Glenn Research Center Honor Award for Supervisor of the Year in 2023, received an Exceptional Achievement Medal from the agency in 2017, and has received multiple other Group Achievement Medals during her tenure with the agency.
