Kameke P. Mitchell

Director, Procurement Strategic Operations Division, Office of Procurement

Kameke Mitchell is the Director of the Procurement Strategic Operations Division (PSOD) at the National Aeronautics and Space Administration (NASA). In this role, she provides executive leadership and oversight for NASA’s procurement functions across the agency, managing a team of senior acquisition professionals. Ms. Mitchell serves as the Head of the Contracting Activity (HCA) for several key NASA directorates, including the Exploration Systems Development Mission Directorate, Space Operations Mission Directorate, and the NASA Office of JPL Management and Oversight. She is a trusted advisor to NASA’s Chief Acquisition Officer, Senior Procurement Executive, and other key senior leaders on matters of acquisition and procurement strategy.

With over 20 years of federal service experience, Ms. Mitchell has held significant roles across multiple agencies. She was the first contracting employee for the U.S. Space Force, and previously served as the Chief of Contracts for the Commercial Space Office, Space Systems Command, U.S. Space Force. In this role, she led the 90-person procurement office responsible for executing procurements for Commercial Space Capabilities directing the spend of $3.6B lifecycle value for commercial satellite programs and developing and implementing the strategic plan for the establishment of the Commercial Space Office (COMSO). She established this new office and capability as the Space Force executed procurement operations due to transfer from the U.S. Air Force. 

Prior to joining the U.S. Space Force, Ms. Mitchell was a Senior Procurement Policy Analyst and Advisor to the Office of the Under Secretary of Defense for Acquisition and Sustainment, Defense Pricing and Contracting. She completed an 18-month detail as a DoD Congressional Liaison Representative to the U.S. Senate assigned to Senator Sullivan (AK) as a part of the Defense Fellows Program and she previously served as the Branch Chief F-16 Contracts Management Branch, U.S. Air Force. She has extensive experience with IT and IT services that include award and contract management of an $8B IT Network System and services procurement – NETCENTS (DoD Network Operations and Infrastructure Solutions Program).

Throughout her career, Ms. Mitchell has been a champion of acquisition policy reform, particularly focusing on competition in the Defense Industrial Base. She led the 2022 rewrite of the Department of Defense’s Source Selection Procedures, providing new guidance on streamlining source selection and managing intellectual property.

As an active member within the Federal-wide procurement community, Ms. Mitchell serves on the National Contract Management Association (NCMA) procurement professional’s advisory board and is a procurement professor. She is also a member of the Board of Advisors at Northern Virginia Community College and conducts numerous public speaking engagements involving federal procurement and professional development.

Ms. Mitchell has earned her Defense Acquisition University–Defense Acquisition Workforce Contracting Level III/Federal Acquisition Certification (FAC-C) Level III Certifications, and is a NCMA Fellow, having served as a two-time past chapter president, and has been published in the Contract Management Magazine.
