Joy Murphy is the director for California Human Resources and chief human capital officer at NASA’s Armstrong Flight Research Center in Edwards, California. Selected to the position in April 2021, Murphy manages the newly formed California Human Resources Office (CA HRO), which partners with Armstrong and NASA’s Ames Research Center in Silicon Valley, California, to provide and develop strategic human capital solutions and programs. She is responsible for providing the full range of services that include planning, developing and coordinating human resources programs for the two centers.
Experience
Since 2019, Murphy served as the deputy director of Human Resources for the CA HRO. Along with the CA HRO leadership team, she established the CA HRO organization, which integrated the Armstrong and Ames Human Resources offices into one regionalized office servicing both centers.
Murphy’s NASA career began in various student programs, including the NASA co-op internship program. During her 24-year career with the agency, which began in 1997, Murphy served on a number of agency teams to update and advance human capital services and systems. She previously held roles in the former Ames Human Resources Office as the Staffing and Recruitment lead, Workforce Planning lead, and became the Ames deputy director for Human Resources in 2012. She served as the acting director for Human Resources at Ames from 2017 to 2019 until the formation of the CA HRO.
Education
Murphy earned a bachelor’s degree in sociology from the University of California, Los Angeles. She lives in the San Francisco Bay Area with her son.
