Career Summary
Jim Worm is the Deputy Chief Financial Officer for Strategic Insights and Budget within NASA’s Office of Chief Financial Officer. He leads Agency-level strategic planning, performance evaluation activities, and investment portfolio analyses contributing to internal Agency decision making and to inform external stakeholders. He is also responsible for leading the Agency’s annual budget formulation and execution activities, including overseeing the programming process, OMB submit and pass-back, Congressional Justification development, and Budget roll-out products and activities.
Jim joined NASA from U.S. Southern Command where he served as Director of Resources and Analysis (J8) managing resource planning and programming processes; budget execution; audit and internal control; and strategic analysis and assessment processes. He was the senior resource manager for U.S. Southern Command, a theater command responsible for military operations and security cooperation with allies across the Caribbean and Central and South America.
Prior to serving at Southern Command, Jim was the Principal Director of Business Operations at Defense Security Cooperation Agency and the senior manager for all DSCA financial operations including financial policy, acquisition, and financial reporting. He was responsible for managing financial aspects of the Foreign Military Sales program and Foreign Military Sales Trust Fund, and managed DSCA’s Humanitarian Assistance programs to include Disaster Relief operations.
Mr. Worm is a retired Army infantry officer, serving in various military assignments across the U.S., Europe, Central America, Asia, and the Middle East to include a combat tour in Iraq with the 101st Airborne Division.

Bachelor of Arts degree in Finance from the University of Houston. Master of Business Administration degree from the University of Texas at El Paso.
