James G. Williams

James G. Williams is the Procurement Officer/Chief (PO/Chief) of the Contract Management Division at the NASA Office of JPL Management and Oversight (NOJMO) for the NASA Federally Funded Research and Development Center (FFRDC) located in Pasadena, CA. He was assigned this position in June 2023.

As the PO/Chief, he leads a team of contracting officers that provide oversight for the FFRDC $30 billion contract/sponsorship agreement for the operation of the NASA Jet Propulsion Laboratory facility and the Deep Space Network Communication Complex contracts with the governments of Spain and Australia.

Williams has 38 years of federal service experience across multiple federal agencies. He started his contracting career in 2005 at Edwards Air Force Base (AFB), CA purchasing IT and transitioned to procuring and administrating contracts for services and construction. In 2008, he transferred to the newly formed Global Logistics Supply Center at Tinker AFB, OK where he supported the purchase and overhaul of aircraft parts for the depot supply stock. He moved to the U.S. Immigration and Customs Enforcement in 2011 and accepted a position with NASA Armstrong Flight Research Center (AFRC) in 2013. Williams previously served as the Deputy Procurement Officer (DPO) at AFRC prior to transferring to serves as the NOJMO DPO in August 2022.

Since earning his Master of Business Administration degree, Williams has also obtained multiple National Contract Management Association (NCMA) certifications including Certified Professional Contract Manager, Certified Federal Contract Manager, Certified Commercial Contract Manager, and Certified Contract Management Associate. Williams has also received numerous awards including two NASA Exceptional Achievement Medals for his support of the Aeronautics Research Mission Directorate.
