Charles Lombard
Assistant Administrator for Protective Services
Charles “Chuck” Lombard is the assistant administrator for Protective Services at NASA. He is responsible for the overall management, direction, and coordination of NASA’s Office of Protective Services; and multiple major agency programs, such as: intelligence, fire/emergency medical services, counterintelligence/counterterrorism, emergency management, continuity of operations, insider threat, personnel security, and integrated security strategy, and business operations.
Lombard also is responsible for providing agency-level leadership, technical expertise, policy and program development, management, and oversight for all NASA Protective Services activities and programs. In addition, his responsibilities include providing leadership and oversight for all Protective Services disciplines as they apply to the protection of personnel, information, and property. He also provides leadership and oversight to the NASA Protective Services Training Academy and assures effective and efficient integration, management, coordination, and communication with NASA leadership, the NASA community in general, and external agencies and groups, including, but not limited to the Department of Homeland Security, the Department of Justice, the Department of Defense, the Aerospace Safety Advisory Panel, and the Federal Aviation Administration.
Before being selected as the assistant administrator for Protective Services in August 2024, Lombard had been the deputy assistant administrator since 2014. Prior, he was the Director of the Security Management Division at NASA Headquarters, where he provided policy and oversight of NASA’s personnel security, physical security, classified information security, emergency preparedness planning and response, and the protection of national security information. He also served as the Emergency Manager at NASA’s Goddard Space Flight Center.
Preceding his civil service career that began in July 2006, Lombard was senior vice president for a protective services contractor serving several agencies and multiple contracts consisting of approximately 700 employees nationwide. From 2000 to 2002, Lombard was the Program Manager for the NASA Protective Services Training Academy at the agency’s Kennedy Space Center where he was responsible for developing and executing training programs for all armed security police officers agencywide.
Since 2018, Lombard has served on the Federal Law Enforcement Training Accreditation Board of Directors, which is a committee that promotes professionalism, excellence, and competence in training throughout the federal law enforcement community.
A native of Latrobe, Pennsylvania, Lombard is a U.S. Air Force veteran and holds a bachelor’s degree from Barry University of Miami, Florida.
