OIIR Export Control and Interagency Liaison Division (ECILD)

The Export Control and Interagency Liaison Division (ECILD) administers the NASA Export Control Program, ensuring compliance with U.S. law and regulations; providing policy guidance; and representing the Agency on interagency working groups dealing with international technology transfer, nonproliferation, and export control.

ECILD coordinates Agency-level policy interactions with U.S. Executive Branch departments and agencies and is the principal Agency liaison with the National Security Council, the Office of Science and Technology Policy and the Departments of State, Defense, Energy, Commerce, and Transportation on a wide spectrum of issues, including national security policy and national space policy.

ECILD provides executive leadership of NASA interagency partnership activities and coordination of agreements with U.S. departments and agencies.

ECILD provides leadership of NASA’s activities involving the United Nations, management of the NASA International Exchange Visitor Program (J-1 visa), support to the NATO Research and Technology Board and military detailees to NASA, including the astronaut corps, as well as coordination of certain NASA foreign travel and coordination of NASA attendance at international conferences.

NASA Administrator’s Export Control Policy Statement
“As a U.S. Government Agency on the forefront of technological development and international cooperation in the fields of space, aeronautics, and science, the National Aeronautics and Space Administration will strive to fulfill its mission for cooperative international research and civil space development in harmony with the export control laws and regulations of the United States. Due to heightened proliferation challenges facing the United States and the world, including risks posed by the spread of missile technologies and weapons of mass destruction, and in view of the significant criminal, civil, and administrative penalties that may affect the Agency and its employees as a result of a failure to comply with U.S. export control laws and regulations, it is the responsibility of every NASA official and employee to ensure that the export control policies of the United States, including nonproliferation objectives, are fully observed in the pursuit of NASA’s international mission.”

NASA Export Control Program
The NASA Export Control Program (ECP) is a NASA-wide (Headquarters and Field Centers) system established to ensure that exports and transfers to foreign parties in international activities are consistent with the EAR and the ITAR and NASA international cooperative activities.
