Independent Programmatic Assessment
Independent assessment plays a crucial role in NASA’s long-term success by addressing essential questions: Is the project on budget? Is the team effectively managing risks? Can the schedule be met? This process serves as a project management tool, providing unbiased insights into project progress for key decision-makers. At NASA, independent assessments focus on analyzing schedule, cost, and technical risks at significant project milestones, ensuring a higher probability of mission success.
The Independent Programmatic Assessment function strives to:
- Ensure appropriate program and project management oversight in order to increase the likelihood of mission success, including:
- Alignment with and contribution to Agency strategic goals and the adequacy of requirements flow down from those strategic goals
- Adequacy of management approach
- Adequacy of technical approach, as defined by NPR 7123.1 entrance and success criteria
- Adequacy of the integrated cost and schedule estimates and funding strategy in accordance with NPD 1000.5
- Adequacy and availability of resources other than budget
- Adequacy of the risk management approach and risk identification and mitigation per NPR 8000.4
