Cost Estimating and Analysis

Throughout a project’s life cycle, programs and projects will participate in a range of cost estimating and analysis activities. Diligent cost estimating and analysis is performed throughout project Formulation and Implementation phases, assuming many forms along the way: LCC estimates, non-advocate estimates, source selections, what-if exercises, affordability studies, joint confidence analyses, and many other manifestations that support numerous types of program, project, and Agency decisions.

The Cost Estimating and Analysis function strives to:

  • Ensure that Agency policy and guidance documents reflect consistent information regarding how to meet cost estimating and analysis requirements​​​​​​​
  • Reinforce existing and establish new sustainable best practices for cost estimating and analysis​​​​​​​
  • Establish a community of practice that can strengthen the cost estimating and analysis capabilities through Agency-wide communication (best practices, lessons learned, etc.), improvement of methodologies and tools, and training of personnel​​​​​​​​​​​​​​
  • Provide reach-back for Programs and projects with respect to cost assessment expertise​​​​​​​
  • Work with other programmatic disciplines to ensure an integrated approach to advancing the cost estimating, analysis, and assessment capabilities through data collection and research
