The Economic Impact of Federal Research and Development Facilities

Economic impact analysis (EIA) measures the commercial and financial benefits a project or facility produces for the local, state and national economies that might otherwise not exist. EIA does not evaluate spinoffs, spillovers or technology transfers. Instead, EIA studies the direct, indirect, and induced effects that a facility has on the economy of its neighborhood, its state, and the country. For instance, on a local level, a facility might open in an underdeveloped part of the country which does not have stores or restaurants, but because the employees work there and live there, builders, restaurants, furniture stores, car lots, theaters, and other businesses will open up nearby to provide the facility, its employees, and the other businesses and their employees with goods and services. The power company will earn more revenue from the facility’s needs and those of the new businesses and homes, and while the county and the state will have to lay new roads, open new schools, and install other public works, the expense of those projects will be offset by the taxes the new businesses and the new employees will pay, and by the growing health of the local economy.
