NASA Routine Payload Checklist
As of 2011, NASA updated the NASA Routine Payloads EA that provides NEPA coverage for commonly used launch locations and expendable launch vehicles. The EA provides a checklist that enables NASA to determine if a proposed mission can be considered “routine” based on the planned launch location, launch vehicle and envelope payload characteristics.
