Special Emphasis Programs
Overall, Special Emphasis Programs (SEPs) are intended to assure full participation of all groups in the federal workforce through workforce analysis, advice and education, recruiting, and outreach.
NASA Special Emphasis Program Groups:
- African Americans
- American Indian/Alaska Natives
- Asian American/Pacific Islanders
- Hispanics
- Individuals with Disabilities and Disabled Veterans
- Lesbian, Gay, Bisexual, and Transgender
- Women
JSC also places emphasis on:
- Veterans
- All generations
Special Emphasis Program Goals:
- Assist management in the elimination of discriminatory practices
- To help assure full participation (eliminate underrepresentation) of the target group at all levels
SEP Manager (SEPM) Role
- Identify policies, practices, and procedures which may present barriers to the hiring, retention and advancement of the target group employees.

- Observances remind us how history creates differences and how that informs the present.
- Reminds us to value workforce diversity
- Education and increased inter-cultural understanding
- Increase SEP visibility, including successes
- Promote self-development
